West Virginia State Release Paths
WVDCR operates the statewide correctional system. A person sentenced in Summers County may first remain at Southern Regional Jail and then move to a prison elsewhere in West Virginia. No state prison was identified inside Summers County. The location in an offender record reflects placement, not the court that imposed the sentence. A disappearance from the regional-jail search can therefore be a move deeper into state custody.
State prisoners leave through paths that differ from a pretrial bond release. Parole allows an eligible person to serve the rest of a sentence in the community under conditions. Conditional release may begin a required supervision phase under the applicable law. Final discharge ends the identified sentence or supervision obligation recorded by DCR. A transfer merely changes the institution. The exact label and record must control; “not found” is not a release type.

Search West Virginia State Custody
Use the separate prison search linked from the official WVDCR offender-search gateway. The regional-jail channel is for a jail episode such as SRJCF, while the prison channel is the correct starting point after transfer or state placement. Search with the OID when known. Otherwise, use the name and distinguish matches by identity, institution, sentencing county, and offense details actually shown.

- Check the prison search for current state placement and record the exact status and date labels shown.
- If no prison match appears, check the jail channel in case the person remains at or returned to a regional facility.
- Review the sentencing order, VINE, and any Parole Board record for the expected route.
- Contact DCR Records for the release, transfer, timesheet, or discharge document when public data is absent or unclear.
The research did not establish OIS as a complete historical database of released people. Dynamic screens can change, and the official landing material does not promise a fixed post-release retention period. A missing result may reflect a transfer, data limit, or release. Describe it only as no current matching result found, then obtain the agency record.
West Virginia State Release Dates
West Virginia uses several dates that must remain separate. The court sentence and jail credit are inputs. PED is the parole eligibility date, meaning the first date for consideration under the applicable law. It is not a hearing promise or release date. The minimum discharge or final release date is DCR's scheduled endpoint after the sentence inputs and applicable good time. The actual release timestamp records the physical custody exit.
Under West Virginia Code section 15A-4-17, an eligible committed inmate generally receives one day of good time for each day incarcerated under the commitment, including qualifying presentence credit awarded by the court. Exclusions and rules for forfeiture, restoration, consecutive sentences, added credits, and mandatory supervision apply. West Virginia does not have a blanket rule that every state prisoner serves eighty-five percent. Nor can “half the sentence” be promised.
A projected date may change after corrected jail credit, an amended or consecutive sentence, good-time loss or restoration, a new sentence, a detainer, parole action, or conditional-release changes. DCR Records answers timesheet and minimum-discharge questions. The Parole Board decides parole and explains hearings, but it does not calculate the individual DCR timesheet.

West Virginia Discharge Records
DCR Records is the correct source for state movement, computation, and discharge material. A focused request can seek the public portions of the offender information report, facility history, minimum-discharge timesheet, Order of Release, final-discharge record, certificate of discharge, or public release transaction. Policy 151.00 identifies these types within offender files, but that inventory does not make every line public.
Give the person's full name, known date of birth, OID, Summers case number, sentencing county, known institutions, and approximate date range. Name the exact documents and ask for electronic copies where maintained. Request redaction and segregable release of public portions rather than medical, treatment, victim, security, or other protected material. If codes appear, request the code definitions used on the event date.

Under West Virginia FOIA section 29B-1-3, the custodian must respond as soon as practicable and within five business days, excluding weekends and legal holidays, by furnishing copies, arranging inspection, or issuing a written denial. That response period is not a guarantee that a complex production will be completed at once.

West Virginia Parole Release Records
The West Virginia Parole Board makes parole decisions. DCR Parole Services supervises people after release. Review official hearing information and any person-specific decision that is available, but a grant still may not equal immediate physical departure. Conditions, a home plan, intake steps, or rescission can intervene. The DCR custody-exit transaction is the record of actual departure.
Summers County is in Parole Services Southern District, Region 4. The Princeton office expressly lists Summers among the counties served. The Welch office also serves Region 4, and the directory does not publicly assign each person to one office. Call with the OID and ask which official verification route applies.

Parole discharge is another distinct event. Release from prison begins community supervision, while discharge ends that supervision if DCR and the Board record it. A missing public parole result should not be interpreted as discharge. Request the official decision or certificate when that endpoint matters.
West Virginia Release Notifications
West Virginia VINE bridges DCR's jail and prison systems. Search one person by name or identifier, compare the reporting facility and identity, and read the reported status. Registration can provide automatic status-change notice by the channels offered in the live interface. The state line is 1-866-984-8463, and WVDCR explains West Virginia VINE coverage.
VINE is not a certified discharge record. DCR says it does not call during a physical transfer and gives notice after arrival at the receiving institution for safety. A temporary gap may therefore mean movement within the system. Formal statutory victim notice is also separate: a qualifying written request goes to DCR and separately to the Parole Board under section 62-12-23d.
Summers State Sentence Records
The Summers Circuit Clerk holds the felony sentencing order, amended orders, and court-awarded jail credit. Those records supply key inputs to DCR, but they do not replace the DCR timesheet or physical-exit transaction. Compare the entered controlling order with the dates and institution shown by DCR. A later amendment can explain why an older projected date changed.
A court docket can also show a new case, revocation, or warrant that affects release. “Time served” describes the imposed sentence outcome. It does not state the minute DCR completed discharge. Keep the court authority and corrections processing as two linked but separate facts.

West Virginia Release Search Limits
An offense line or intake photograph in OIS helps distinguish a match. It is not the final case disposition. The controlling court order supplies the outcome, and sealed or expunged records may lawfully disappear. Do not reconstruct a removed record from stale copies. When an agency withholds part of an offender file, ask for the legal basis and the reasonably segregable public remainder.
Another government can continue custody after DCR ends its part. A federal detainer, another state's warrant, or another county matter may result in a handoff. A DCR “release” event must be read with its destination category. Community release should be stated only when the records support it.
