VINE means Victim Information Notification Everyday. The WVDCR VINE service provides custody information and automatic notice when a participating agency reports a status change. Because WVDCR operates both Southern Regional Jail and West Virginia state prisons, one state service can help follow many custody changes tied to a Summers County case.

The state page identifies the West Virginia VINE line as 1-866-WV4-VINE, or 1-866-984-8463. It describes round-the-clock custody information and phone registration, while VINELink supplies web and email access. This service covers WVDCR custody. It does not replace federal BOP, USMS, or ICE systems.

Southern Regional Jail serves Summers County even though it is in Beaver, outside the county. A matching VINE result should therefore be read by reporting agency and facility, not just by county name. A state-prison result may appear after transfer. That movement is not community release.

Summers County VINELink Result Fields

VINELink is a status and notification system, not the official court file or a full historical release archive. Exact fields depend on the participating agency and live record. The research supports the categories below, but a missing field should not be guessed or replaced with data from an unofficial source.

A “released” or noncustodial result means the reporting agency no longer reports that custody. It does not prove that the person returned to the community. Another warrant, federal process, immigration hold, or transfer can follow. Obtain the DCR release or movement transaction for the exact event, and read it alongside the Summers County order.

VINE also does not decide the criminal case. An offense line or booking photo helps identify a record but does not show the final court outcome. The Magistrate or Circuit Clerk supplies the disposition and entered orders.

The West Virginia service number is 1-866-984-8463. VINELink also identifies 1-866-277-7477 as a 24-hour operator fallback. A notice is most useful when it prompts an immediate official check. It should not be treated as the final release certificate.

Note: Register from the correct person record and retain the confirmation details, since a same-name error can produce notice about someone else.

Summers County VINELink Limits

VINELink covers the state custody data supplied to VINE. It is not the correct locator for every person who may be housed at Southern Regional Jail. WVDCR reports that the facility contractually houses some federal detainees for the U.S. Marshals Service. A federal pretrial person may move among contract facilities and may not appear in the public BOP locator. Use the federal docket and USMS for that custody type. A sentenced federal prisoner belongs in the BOP Inmate Locator.

ICE is also separate. No authoritative source found a local ICE detention contract for Summers County or Southern Regional Jail. When an immigration detainer is supported by the case facts, use the ICE locator and responsible ERO office. Do not infer ICE custody from a missing VINE or WVDCR result.

VINE is not a general post-release registry either. The West Virginia State Police Sex Offender Registry applies only to people with a statutory registration duty and does not establish a release date. Each system answers a narrow question. Use it only for that purpose.

A failed or empty search needs the same care. Confirm the spelling and identifier, then check both WVDCR offender-search channels. Regional Jail OIS is the active route for a person reported at Southern Regional Jail. The prison search is the route for a person moved into a state institution. Absence from both does not establish release. Ask WVDCR for the release or movement transaction when the person's known custody history and public results do not align.

Summers County VINE Notice Layer

West Virginia's unified DCR structure gives VINE unusual reach across the regional-jail and prison stages. Yet the transfer process has a built-in pause. WVDCR says VINE does not place calls while an offender is physically being moved. Notice follows arrival at the receiving facility for safety and security. A temporary gap can therefore be part of a transfer rather than evidence of community release.

Formal victim notice is a distinct route. Under W. Va. Code §62-12-23d, a qualifying victim seeking the strongest statutory notice must write to WVDCR and separately to the West Virginia Parole Board. WVDCR says a written request to it automatically registers the requester in VINE, but a separate Board letter is still needed for parole-hearing notice. A web or phone registration does not merge those duties.

This distinction matters when a person at Southern Regional Jail later enters the state prison or parole process. Ordinary VINE registration tracks reported custody events. The Board handles parole decisions and hearing notice. DCR maintains the custody transaction and supervises parole through Parole Services. Keep the confirmations and agency correspondence with the case identifiers.

The Parole Board's role should not be confused with VINE status. A parole eligibility date marks the point when a sentenced person may be considered. A grant can still have unmet conditions, and a regional-jail grantee must complete the DCR intake process before physical release. VINE may later report a custody change, but the Board outcome alone is not proof that the person left the gate.

Confirm Summers County Release Status

After any VINE alert, check the Regional Jail OIS and the prison search. A live Southern Regional Jail match reports present jail custody, subject to lag. An absent jail match followed by a prison match shows a state transfer. If neither appears, inspect the latest Summers County court order and ask WVDCR for the release or movement transaction.

A written, focused DCR request is the durable fallback when public results conflict or disappear. Ask for redaction and the reasonably segregable public remainder rather than the full offender file.
